Program Overview

Minneapolis Homes: Access Down Payment Assistance program provides homebuyers with down payment assistance to purchase a primary residence in Minneapolis. Homebuyers may apply for a fund reservation prior to a purchase agreement or apply with a signed purchase agreement. Both group education and a financial wellness appointment must be completed prior to pre-approval or a purchase agreement.

Am I eligible?

  • Borrower must be a first-time homebuyer (not owned a home previously) or have lost their home due to foreclosure.
  • Household income may not exceed 80% AMI. This requirement includes all household residents over age 18.
  • Borrower must contribute a minimum of $500 to the home purchase.
  • Borrower can have an Individual Taxpayer Identification Number (ITIN) or Social Security Number (SSN).
  • Borrower must have a minimum front-end housing ratio of 15%.
  • Maximum debt to income ratio (DTI) is 50%.

Loan Terms

The loan is repayable at the end of the life of the first mortgage or refinance or transfer of title or at the end of the 30 year deferment period.

Fund reservation (DPA pre-approval) is available to borrowers if all items below are completed and submitted. The fund reservation is good for up to 90 days. A purchase agreement is not required to reserve funds.

  • Preapproved for a first mortgage.
  • Certificate for homebuyer education.
  • Certificate for financial wellness 1:1 counseling appointment.

Loan Amount

  • 60% AMI or below – maximum loan of $20,000.
  • 61-80% AMI – maximum loan of $10,000.

Eligible Properties

  • 1-4 unit home, townhome or condo property within city limits of Minneapolis.
  • No sale price limit.
  • Home purchased must be primary residence for 10 years.

Use of Funds

  • Downpayment and principal reduction.
  • Closing costs including discount points.
  • No cash back to the borrower.

Lenders/Loan Type

  • First mortgage product should be a fixed-rate FHA, VA, Conventional, or Fannie Mae/Freddie Mac insured or uninsured or non-interest bearing loan, standard A product.
  • Adjustable-rate mortgages are not permitted with this program.
